With the developments in information and communication technologies, emerging smart cities are experiencing limitations in terms of sustainability due to lack of accumulation both in academic and practical sense, and they face obstacles due to some wrong points of view in the planning and execution processes of smart city projects. Our aim in this study is to present a roadmap to reduce the risk of waste of time and resources that local governments experience as a result of these obstacles, and to provide a compass perspective for use in decision-making and coordination.
